To approve the minutes of the meeting of the Parish Council held on Thursday 14th January 2010
To deal with the following financial issues:
- Approval of payments
- To receive a statement of receipts and payments made since the last meeting
- To review the income and expenditure for 2009/10 against the budget (see separate sheet)and discuss the level of reserves.
- To review all charges made for premises and services including grass cutting and S137 payments and approve payments relating to these services for 2010-2011
- To receive information about the Council’s precept request.
- To review the Council’s Financial Standing Orders and ensure that they are being complied with and appoint a councillor to check the accounts
- To review the Council’s risk assessment policy and nominate a councillor to inspect the Council’s property for damage or defects by 31st March 2010.
- To review the register of fixed assets
- To appoint an internal auditor to complete section 3 of the annual return
- To review the effectiveness of the internal audit
To review the clerk’s salary for 2010/2011 and check that the calculations are correct
To review the Council’s Standing Orders
To discuss the following planning applications:
- 4 Rectory Close, Ousden – construction of a swimming pool – application granted
To discuss the following highways issues:
- E-mail from a village resident about the recent accident on The Hill during icy conditions
- E-mail from Matthew Riches from Highways about the gritting of The Hill
To discuss the VHMC’s application to apply for a ‘Get Connected’ grant.
To receive feedback from the Community Transport meeting on 2nd February.
To discuss the following correspondence:
- E-mail from SEBC stating that they have objected to the removal of the pay phone in Ousden.
- Letter from St Edmundsbury BC notifying the Council that it submitted its Core Strategy Document to the Secretary of State on 8th January and giving details of how the document can be viewed. The document is available online at http://www.stedmundsbury.gov.uk/sebc/live/CoreStrategyExamination.cfm
- Letter from SEBC re rural site allocations. As Ousden has been designated an infill village it is unlikely that this document will be of much relevance to Ousden.
- Letter from Suffolk County Council giving details of their Draft Fire Action Plan 2010-2011 which can be viewed online via their website . The consultation period ends on Friday 30th April. Public consultations will be carried out in a variety of venues including Bury St Edmunds ‘The Arc’ (14.00 -16.00) and at the Fire Station (17.30 – 20.00) on 8 April and Newmarket Fire Station on 25th March (17.30 – 20.00)
- Letter from St Edmundsbury BC inviting councillors to the Parish Council Conference on Thursday 29th April 2010.
- Letter from Optua giving information about the services it offers disabled people and requesting a donation.
- Information from SALC about the following:
- How to obtain copies of the NHS leaflet ‘Heart Attack Services in Suffolk’.
- Green Suffolk’s energy challenge which is offering free energy monitors via local libraries
- Information from Age Concern about the services offered and requesting a donation.
- E-mail from SEBC re Boundary Committee Review (for information only). Rosie Winterton MP has rejected the Boundary Committee’s recommendation and announced that there was no decision for Suffolk.
- Letter from the NSPCC give details of its free helpline for adults who are worried about a child’s safety or wellbeing.
- Letter from St Edmundsbury Newstalk requesting a donation
- Letter from the Energy Saving Trust asking if the Parish Council would like to join ‘Green Communities’
16. Any other business for noting or including on the agenda of the Annual Meeting of the Parish Council which will take place on Thursday 14th May at 7.30pm in Ousden Village Hall (meeting room). The Annual Parish Meeting will take place on Thursday 22nd April at 7.30pm.
